Dr. Phelps was a rare combination of family physician and specialist who pulled together a team to treat the child and the parents. Dr. Phelps is remembered as having contributed precise definitions and classifications for the cerebral palsies. He originated many methods of treatment, refined and improved others, and his standards are the norm from which today's treatment techniques continue to evolve.
